Of course they're not the only ones, and they don't offer the most server space, but they are a great start. X10hosting doesn't force ads on your website! Plus they will give you your own domain name, and allow you to switch to a different one later. If you're interested in getting your own domain name I posted earlier on getting a discounted domain from GoDaddy.
If you don't like x10hosting, or would like to try something else visit http://www.free-webhosts.com/no-forced-ads.php. They keep a great list of hosts, but I haven't found one that compares to x10hosting.
Getting Games
You could waste a lot of time trying to make all of your own games. I would discourage that anyway. For a start, find some free game that are allowed to be re-hosted like the ones in this list.

Don't download someone's game and host it on your site unless you know that you're allowed to. That is a fast way to get into trouble. People spent a lot of time on their games, and they sometimes limit who get to host them.
Making the Website
If you don't know some simple HTML you might need to learn some before you continue. If you find yourself as a computer person, you will not regret learning it. I mostly taught myself, but I've taken formal classes in recent years. To be clear, I did not use the skills I learned in college in this project. I've been capable of doing this since I was 13 years old.
Now that you have downloaded your games, you need to put them on a website. Instead of designing you own, or paying someone else to do it. Try grabbing a free css template from freecsstemplates.org. They offer great staring points for your websites, and they're free!
Alternatively you can buy a template from someone like freecsstemplates.com, but I assume that you want to do this on the cheap end.
